To find the correct one that you need to open, you'll need to stand next to each of them and right click the Cooling Chamber Navigational Assistant that Thorbin gave you. When you are next to the correct barrel, you will receive the message 'the barrel you need should be right in front of you'. Now you can target the barrel, type '/open', and loot the powder.
